Illicit Discharge Detection & Elimination Program

What is an Illicit Discharge?

An illicit discharge into the stormwater system basically means placing any substance into the system that may be toxic to human, animal or plant life, or something that is flammable, explosive or corrosive.  In short:  any discharge that adversely affects our public waters (ditches, streams, lakes, rivers, etc.).

Illicit or illegal discharges may include, but are not limited to the following:

  • Dumping auto fluids (oils, anti-freeze, etc.)

  • Chemicals
  • Garbage
  • Paint
  • Cleaning fluids
  • Untreated animal waste
  • Commercial car wash wastewater
  • Contaminated foundation drains
  • Wash water from commercial and industrial activities
  • Sanitary sewer discharges
  • WASTEWATER SPILL CLEANUP PROCEDURES
  • Septic take discharges
  • Washing machine discharges
  • Chlorinated backwash
  • Drained swimming pool water that has not been dechlorinated

IF YOU THINK YOU’VE FOUND AN ILLICIT DISCHARGE, or see indications of illicit discharges in stormwater runoff such as:

  • Unusual color or cloudiness;
  • Strong pungent or musty odor;
  • Floating debris;
  • Surface scum or foam;
  • Oily Sheen;
  • Excessive Algae;
  • Storm pipes flowing in dry weather;

How Do You Prevent Illicit Discharges?

A good rule of thumb is to use basic “common sense.”  Think before you begin dumping into the street or allow runoff to leave your yard.

  • Do not spray pesticides, herbicides and fertilizers near storm drains, or where runoff will enter into the system
  • Do not pour household cleaners, auto fluids, etc., onto the driveway or in the street. Driveways and streets are designed to shed water away and take it directly to the storm system.
  • Do not blow leaves, grass clippings or mulch into storm drains. This can clog up and hinder the use of the system and could also potentially cause flooding in extreme rain conditions.
  • Do not store or expose materials to rain that could be carried away or “washed off” that might drain into the roads or ditches.
  • Pick up litter and trash in ditches or near storm drains or streams.

1.101 RECEIPT OF PROPOSALS: Sealed Proposals on forms prepared
By Lanier Engineering, Inc., hereafter also referred to as the
Engineer, will be received by the City of Cordele, hereafter also
referred to as the Owner, at the Cordele Public Works Conference
Room located at 808 E 11th Avenue, Cordele, Georgia 31015 until
2:00 PM (local time) on Tuesday, June 22, 2021, for the
construction of:
8TH STREET SOUTH PEDESTRIAN COORIDOR
FOR
CITY OF CORDELE

generally consisting of furnishing all products and performing all
labor necessary to construct approximately 1,415 l.f. of 5’ wide
concrete sidewalk, 24” concrete curb & gutter, 1,495 l.f. of 15”36”
storm sewer pipe, storm sewer structures, utility adjustments,
base, paving, and all appurtenances in accordance with Drawings,
Specifications and other Contract Documents prepared by Lanier
Engineering, Inc.

1.1.02 PROPOSALS WILL BE PUBLICLY OPENED AND READ at 2:00 PM
(local time) on Tuesday, June 22, 2021, at the Cordele Public Works
Conference Room located at 808 E 11th Avenue, Cordele, Georgia
31015.
1.1.03 OBTAINING CONTRACT DOCUMENTS: Drawings, Specifications
and other Contract Documents may be reviewed at the Cordele Public
Works Conference Room located at 808 E 11th Avenue, Cordele, Georgia

31015. Contract Documents are available electronically (as portable
document format (PDF) files) and can be obtained upon email request
or written application at the corporate office of Lanier
Engineering, Inc., (Issuing Office) located at 1504 Third Avenue,
Albany, Ga. 31707 upon the check or cash payment of $150.00 per
set, shipping charges collect. Payment is non-refundable. Upon
Issuing Office’s receipt of payment, Contract Documents will be
sent via email or other means of electronic file distribution.

1.1.04 PROPOSAL GUARANTY: A bid bond shall be required in the
amount of 5% of the total bid amount.
1.1.05 BONDS REQUIRED: A Contract Performance Bond and a
Materials and Payment Bond will be required of the successful
bidder.
1.1.06 NO PROPOSALS WITHDRAWN: No submitted proposal may be
withdrawn for a period of sixty (60) days after the closing time
scheduled for the receipt of bids.
1.1.07 OWNERS RIGHTS RESERVED: The City of Cordele reserves the
right to reject any or all Proposals and to waive any formality or
technicality and to award the Proposal as may be in the best
interest of the Owner, or readvertise for bids. The Owner may issue
change orders altering the original scope of work to address
changes or unforeseen conditions necessary for the project
completion.
1.1.08 GUARANTY: The Contractor shall warrant all materials and
labor for one year after the date of final acceptance by the Owner

and the Engineer.

1.1.09 FUNDING: The project will be funded through local funds.
1.1.10 PERMITS: All anticipated permits have been obtained by
the Owner for construction associated with this project.
1.1.11 Land/Easement Acquisition: All anticipated rights-of-way
and easements will be obtained by the Owner for construction
associated with this project.
1.1.12 BID SUBMITTALS: Reference Section 1.2 “Information for
Bidders” for bid submittal requirements.
1.1.13 PROJECT COMPLETION: All work on the project must be
completed within 180 consecutive calendar days from the date of the
Notice to Proceed with Construction.

PROJECTS UNDER DESIGN

PROJECTS UNDER DESIGN INCLUDE:

Storm Drainage Master Plan. This is an ongoing project.

City of Cordele FY 2020 CDBG Sanitary Sewer Improvements for the McLeod Farm Subdivision. This is a 2020 CDBG funded project that will consist of a low pressure sanitary sewer system design to serve a little more than 50 homes.  The design contract was signed with Lanier Engineering on October 22, 2020. The engineering company is scheduled to complete services within a time period required to meet project schedules.

PROJECTS UNDER CONSTRUCTION
